合作社(she)是(shi)(shi)同类农(nong)产品的(de)生产经(jing)营者自愿联合民主(zhu)管(guan)理(li)的(de)互助性(xing)经(jing)济组织。为成员提供(gong)农(nong)业(ye)生产资料购买(mai),农(nong)产品的(de)销(xiao)售、加工、运输(shu)、贮藏以及与农(nong)业(ye)生产经(jing)营有(you)关的(de)技术、信息等服(fu)务。邓小平1990年提出:中国农(nong)业(ye)的(de)改(gai)革和(he)发展(zhan)会(hui)有(you)两个飞(fei)(fei)跃(yue)(yue),第一个飞(fei)(fei)跃(yue)(yue)是(shi)(shi)实行(xing)家(jia)庭联产承包为主(zhu)的(de)责任(ren)制,第二个飞(fei)(fei)跃(yue)(yue)就(jiu)是(shi)(shi)发展(zhan)集体(ti)经(jing)济。

2012年,国(guo)务院农村(cun)综(zong)合(he)改(gai)革工作小(xiao)组选择部分省份(fen)开展村(cun)级(ji)集体经济(ji)发展试点(dian) 。

2016年中(zhong)央财(cai)政发布(bu)《扶持(chi)(chi)村(cun)级(ji)集体(ti)(ti)经(jing)济(ji)发展试(shi)点的指导意(yi)见》选(xuan)择13个省份开展扶持(chi)(chi)村(cun)级(ji)集体(ti)(ti)经(jing)济(ji)发展试(shi)点,支持(chi)(chi)村(cun)集体(ti)(ti)领办合作社发展新型实体(ti)(ti)经(jing)济(ji)——“互联网(wang)+合作社+村(cun)集体(ti)(ti)”。

“互联网(wang)+合作(zuo)社”新型农业服(fu)(fu)务(wu)体系,是由合作(zuo)社、家庭农场(chang)、农业大户和生(sheng)产者参(can)与(yu)经营(ying),依托互联网(wang)平(ping)台,共(gong)同开展信(xin)息服(fu)(fu)务(wu)助(zhu)农“种对、卖(mai)好”,技术服(fu)(fu)务(wu)助(zhu)农“高(gao)产、高(gao)效(xiao)”,购销服(fu)(fu)务(wu)助(zhu)农“省(sheng)钱、赚(zhuan)钱”的互助(zhu)经济组织(zhi),消费(fei)分红,入股创业, 谋求成员共(gong)同利益, 服(fu)(fu)务(wu)成员增收致富。

可以看出,“互联网+合作(zuo)社”是(shi)发展农(nong)村集体济的新型实体,是(shi)创(chuang)新农(nong)村社会管(guan)理的有效载(zai)体,也(ye)是(shi)未(wei)来农(nong)业(ye)的大趋(qu)势之一。

互联网+对农业的影响

改革开放以(yi)来,我(wo)国经济高速发展(zhan)(zhan),为农(nong)(nong)业现代(dai)化积(ji)聚了丰厚的物质(zhi)条件和技术(shu)基(ji)础。然而,千百年来一家一户的小农(nong)(nong)生产从业人员数(shu)仍(reng)然占(zhan)我(wo)国农(nong)(nong)业人数(shu)80%以(yi)上,并且在短时(shi)间内很难(nan)改变,这严重(zhong)阻碍(ai)了我(wo)国现代(dai)农(nong)(nong)业发展(zhan)(zhan)。

农特集团(tuan)总(zong)裁(cai)黄(huang)刚(gang)在日前举行的中(zhong)国“互联网+农业(ye)”大(da)会(hui)上指出,首先就(jiu)是(shi)全球(qiu)(qiu)农业(ye)生(sheng)鲜(xian)电(dian)商(shang)(shang)都面临的问题。目前各大(da)平(ping)台都在找转型,互联网创业(ye)活(huo)下(xia)来是(shi)第一步,活(huo)得久(jiu)才(cai)是(shi)更(geng)重(zhong)(zhong)要的,而创新(xin)就(jiu)是(shi)活(huo)得久(jiu)的源泉。“2012年到2018年之间,我们全面地梳理了中(zhong)国乃至全球(qiu)(qiu)的生(sheng)鲜(xian)电(dian)商(shang)(shang)模式,发现(xian)在交易平(ping)台经营是(shi)不(bu)可能的,只有从后市(shi)场供(gong)应链角度做重(zhong)(zhong)构才(cai)有商(shang)(shang)业(ye)的机(ji)会(hui)。农业(ye)生(sheng)鲜(xian)电(dian)商(shang)(shang)最重(zhong)(zhong)要的仍然(ran)是(shi)供(gong)应链。”黄(huang)刚(gang)表(biao)示。

在(zai)整个(ge)商业(ye)(ye)(ye)生(sheng)态中(zhong),中(zhong)国(guo)的机(ji)会(hui)跟欧(ou)美和日本(ben)不(bu)一样。欧(ou)美是(shi)大农(nong)业(ye)(ye)(ye)、农(nong)场经济,所有的欧(ou)美农(nong)业(ye)(ye)(ye)是(shi)被(bei)产(chan)业(ye)(ye)(ye)巨头垄断的。而日本(ben)是(shi)平(ping)(ping)台(tai)(tai)、农(nong)协制定标准(zhun),上(shang)下游形成原产(chan)地直供。只有中(zhong)国(guo)在(zai)“互(hu)联网(wang)+农(nong)业(ye)(ye)(ye)”的创业(ye)(ye)(ye)才有机(ji)会(hui)。中(zhong)国(guo)生(sheng)鲜农(nong)产(chan)品(pin)电商平(ping)(ping)台(tai)(tai)正面(mian)临转型的问题。各(ge)大平(ping)(ping)台(tai)(tai)向新零售提供各(ge)种创新,京东(dong)、每日优鲜等(deng)平(ping)(ping)台(tai)(tai)都在(zai)从生(sheng)鲜往新零售切入,传统的微商正面(mian)临洗牌。朋友(you)圈卖货已(yi)死,但社(she)交尚存,社(she)交IP重构(gou)现在(zai)已(yi)经成为过去,社(she)交的下一轮怎(zen)么走值得思考。

在黄(huang)刚看来,未来的(de)(de)(de)生鲜农产品新(xin)(xin)(xin)零售(shou)应该(gai)是(shi)“新(xin)(xin)(xin)零售(shou)大(da)平台(tai)+新(xin)(xin)(xin)零售(shou)社(she)区(qu)(qu)小店(dian)”。目前,社(she)交电商(shang)背(bei)后(hou)形成的(de)(de)(de)朋友圈(quan)已进入一个疲软期,单一的(de)(de)(de)社(she)群商(shang)业(ye)逐渐萧条,但(dan)是(shi)可(ke)(ke)以看到线下(xia)赋(fu)能(neng)(neng)线上的(de)(de)(de)趋(qu)势,线上倒着去赋(fu)能(neng)(neng)线下(xia)。“而这(zhei)个趋(qu)势里,我认为(wei)要么是(shi)未来新(xin)(xin)(xin)零售(shou)大(da)平台(tai),要么是(shi)新(xin)(xin)(xin)零售(shou)社(she)区(qu)(qu)小店(dian)的(de)(de)(de)模(mo)式,从城(cheng)市(shi)社(she)区(qu)(qu)到县(xian)域社(she)区(qu)(qu)相(xiang)结合。”黄(huang)刚说,此外还(hai)有新(xin)(xin)(xin)的(de)(de)(de)业(ye)态——基于新(xin)(xin)(xin)零售(shou)的(de)(de)(de)大(da)健康。新(xin)(xin)(xin)业(ye)态背(bei)后(hou)包含谁靠近(jin)用户(hu)场(chang)景(jing)越近(jin),谁就(jiu)可(ke)(ke)能(neng)(neng)抓住未来的(de)(de)(de)商(shang)业(ye)机会。

“互联网+农业”发展前景
